10 2024 | Holly Hills Directory Holly Hills Special Business District hollyhillssbd.com In August, 2022, voters in Holly Hills voted overwhelmingly to create a Special Business District, which allows the neighborhood to levy a tax on property owners to fund three focus areas: safety, beautification, and infrastructure improvements. The district passed with nearly 62 percent of the vote with nearly two-thirds percent of Holly Hills registered voters turning out. The boundaries of the district are the same as those of the Holly Hills Improvement Association: Loughborough Avenue west to Morganford Road, north to Bates Street, east to Grand Boulevard and south to Loughborough Avenue. Property owners will be assessed 65 cents per $100 of assessed value, or about $250 per year for a $200,000 home. The district is expected to generate about $400,000 per year with 30 percent of the funds going to each of the three focus areas and 10 percent for administrative expenses. Tax collection began January 1, 2023. A seven-member board—five property owners and two renters appointed by the mayor—runs the new SBD with each board member serving a four-year term. An 11-member committee for each of the three focus areas will solicit input from the public, develop plans, send out requests for proposals, and engage vendors, with the approval of the board. Meetings are held monthly.
