10 2026 | Holly Hills Directory Holly Hills Special Business District hollyhillssbd.com hollyhillssbd@gmail.com In August, 2022, voters in Holly Hills voted overwhelmingly to create a Special Business District, which allows the neighborhood to levy a tax on property owners to fund three focus areas: safety, beautification, and infrastructure improvements. In the last two years, most of the landscaping and placemaking elements have now been installed. These include 61 light-pole banners, four entry markers, five concrete raised planter beds, 10 individual planters, three murals, four landscaping installations, 150 painted fire hydrants and a completed sculpture. In 2026, the SBD will continue to install elements from the traffic calming master plan and work to maintain the green spaces and new plantings throughout Holly Hills. In addition, the SBD is working closely with its new security patrol company, the City’s Finest, to support the SLMPD in its daily efforts. The boundaries of the district are the same as those of the Holly Hills Improvement Association: Loughborough Avenue west to Morganford Road, north to Bates Street, east to Grand Boulevard and south to Loughborough Avenue. The maximum amount property owners can be assessed is 65 cents per $100 of assessed value, or about $250 per year for a $200,000 home. However, the board can choose to set a lower rate, which is 58.5 cents for 2025. The district is expected to generate about $400,000 per year with 30 percent of the funds going to each of the three focus areas and 10 percent for administrative expenses. Tax collection began Jan. 1, 2023. A seven-member board—five property owners and two renters appointed by the mayor—runs the new SBD with each board member serving a four-year term. An 11-member committee for each of the three focus areas solicits input from the public, develops plans, sends out requests for proposals, and engages vendors, with the approval of the board.
