✯ SOULARD STAR DIRECTORY | 2025 36 CITY ORDINANCES EVERYONE SHOULD KNOW…  There are numerous city ordinances pertaining to health, safety, and keeping the peace but many residents are not aware of them. In order to assist our Soulard neighbors when calling in complaints, some ordinances are listed below that address many of the concerns of residents.The full text of these and all of the provisions of the Revised Code of the City of St. Louis can be found at library.municode.com/mo/st._louis Automobiles • Repair work while parked on the street is prohibited except in the case of an emergency, such as changing a flat tire or charging a battery. (§17.24.030, Ordinance 57831) • Unnecessary excessive noise is prohibited; a car stereo may not be louder than is necessary for the convenient and normal hearing for the person(s) in the vehicle; a car stereo that is plainly audible from 100 feet away is presumptively too loud. (§17.16.180) • Sounding the horn of a vehicle in a public right-of-way is prohibited, except as a warning of danger. (§7.78.040) Decency • Nudity, indecent or lewd acts are prohibited in public places. (§15.30.010) Drinking • Drinking alcoholic beverages in any park, public building, street, sidewalk, alley, highway, parking lot, thoroughfare or other public place is prohibited unless it has been authorized in writing by the Excise Commissioner.There are exceptions for working persons drinking at mealtimes near a job site and picnic groups at parks, provided such persons are not noisy, riotous or disorderly in any manner. (§14.05.010) • Drinking alcoholic beverages on the premises of a store that is licensed to sell package liquor is prohibited; alcoholic beverages must remain in their original, unopened container with an unbroken seal while on the premises of a store that is licensed to sell package liquor. (§14.05.130) Grocery Carts • It is unlawful to remove any supermarket cart for a distance of more than 100 feet from the premises of a retail grocery store or supermarket, or to place or abandon any supermarket cart upon or in any street, alley, or sidewalk within the city after utilization of the same. (§15.70.010) Littering • It is unlawful to throw, deposit, accumulate, or cause or allow to be thrown, deposited, or accumulated, litter in or upon any sidewalk, parkway, gutter, street, alley, or other public place except in an authorized receptacle. (§11.18.020) • It is unlawful to throw, deposit, or store litter on any occupied private property within the city, even on one’s own privately owned property. (§11.18.030) • Littering from a vehicle is prohibited and applies to driver and passengers. (§11.18.070) Loitering • It is unlawful to loiter or prowl in a public place at a time or in a manner not usual for law abiding citizens, under circumstances that warrant a justifiable and reasonable alarm or immediate concern for the safety of persons or property in the vicinity, and to refuse to obey the lawful command of a police officer to move on or provide to said police officer a lawful reason for remaining at the public place. (§15.75.010) Noise • It is unlawful to use, operate, or permit to be used or operated a device for the producing or reproducing of sound in such a manner to disturb the peace, quiet, comfort or repose of the neighboring inhabitants, or with louder volume than is necessary for convenient and normal hearing for the person or persons who are in the room.The operation of any device between 11:00 p.m. and 7:00 a.m. in a manner as to be plainly audible at a distance of more than 100 feet away is presumptively too loud.
