16 2024-25 | University City Community Directory GOOD NEIGHBOR POLICIES University City is a beautiful, diverse urban community of about 35,000 residents who live in well-maintained homes ranging from one-bedroom cottages to stately mansions. The city offers the following advice to preserve the beauty of our neighborhoods. PROPERTY UPKEEP All City residents are required to keep their property and adjacent public rights of way clean and free of weeds and tall grass. Paper, leaves and trash may not be burned at any time. Build- ings, fences and other structures must be properly maintained. LITTERING It is unlawful to throw litter on the streets, sidewalks or other public or private places, except in trash receptacles. NOISE AND AIR POLLUTION Late-night, early-morning noise from adjacent homes (between 10 p.m. and 7 a.m.) may be reported to the Police Department at 314-725-2211 or in emergencies 911. PET LICENSES All dogs and cats must be vaccinated against rabies, and proof must be provided upon receiving a license. Dogs must have licenses attached to their collars. Licenses are $3 and are available from the City collector’s office on the first floor of City Hall. Call 314-505-8544. BUILDING PERMITS Building permits are required for most home remodeling projects. For information about permit requirements and fees, call 314-505-8500. HOUSING REGULATION AND OCCUPANCY PERMITS Maximum unit occupancy is calculated on the basis of bedroom space. Basement occupancies are not permitted. Anyone who is moving into University City must apply for and receive an occupancy permit before moving in. This permit is also usually needed before a mortgage company closes on a home loan. Applications are made in person at on the fourth floor of City Hall. There is a $25 application charge, which is not refundable. Forms of payment accepted are cash, check, Mastercard or Visa.
