The designation is based solely on population at the time of incorporation (1957). There are certain forms of government permitted for each classification of municipality. Fourth-class cities can have either the mayor/board of aldermen form or the mayor/city administrator/aldermen form. Other fourth-class cities in the area include Brentwood, Ladue, Rock Hill, St. Peters, Town and Country and Warson Woods. The city of Crestwood voted to become a charter city in 1995, which allows it to decide on its own form of government.
