8 • St. Louis Hills House Tour • 2023 BACKGROUND The St. Louis Hills Neighborhood Association and the Friends of Francis Park (both of which are 501(c) (3) organizations) invite you to donate to the David R. Francis Memorial Statue. All donations will be used for the upkeep and maintenance of the Statue grounds, as well as Francis Park itself. David Francis was a very distinguished, philanthropic man of foresight. He served our City, State, and Country in many prestigious offices - Mayor of St. Louis, Governor of Missouri, President of the 1904 World’s Fair, and Ambassador to Russia in 1918. On Christmas Eve of 1916, a man dressed as Santa Claus delivered a deed for sixty acres of land, donated by David R. Francis, as a Christmas gift to the City of St. Louis. Those sixty acres now comprise the park in St. Louis Hills that bears his name.
